As part of the study program, the delegation visited Elmalı and Antalya Open Penal Institutions to observe rehabilitation-focused agricultural and vocational activities.
The first stop was Elmalı Open Penal Institution, where participants toured the agricultural areas with guidance from prison staff. A wheat field of approximately 2,100 hectares is actively maintained by two staff and around 12 inmates. In the same area, fruit and vegetable plots covering 50,000 square meters include 3,414 apple trees and seasonal melon production, enhancing crop diversity. The group also visited the poultry unit, which supports both food supply and training.
Next, the delegation visited Antalya Open Penal Institution, where they explored the greenhouse complex totalling 2,037 m², divided into three units. Greenhouse 1 (1,008 m²) grows tomatoes and cherry tomatoes, while Greenhouse 2 (441 m²) and Greenhouse 3 (588 m²) are used for Charleston sweet peppers. The greenhouses are run by two staff and about 12 inmates daily.
The visit also included the vocational workshops, where inmates produce furniture, cakes on request, and work uniforms for external clients. The institution operates a car wash station for internal and external vehicles, managed jointly by staff and inmates.
A final stop was the sales area, offering products such as shoes, bags, and textiles, many sourced from other penal institutions. These activities showcase the institutions’ efforts to equip inmates with practical skills for reintegration into society.
